Shortly after convening at 9 a.m., the Board will hear a request from the County Administrator and Fire Chief to receive update regarding the launch of a Marin Wildfire Prevention Initiative. In response to the need for a coordinated countywide coalition to prepare for wildfire risk, all Marin County fire agencies and municipal governments have proposed creation of a new joint powers authority (JPA) agreement that could be – with voter approval – the source of funding for local wildfire prevention efforts. County staff will update the Board about next steps to create the new authority coupled with a potential new revenue measure. The measure, a special parcel tax, would be considered by countywide voters in March 2020 and raise approximately $20 million per year.

The Board received the update and expressed support for the creation of the JPA. No vote was taken.

The Board will hear a request from the Department of Public Works to adopt a resolution finding that the purchase of the decommissioned U.S. Coast Guard housing facility in Point Reyes Station is exempt from the California Environmental Quality Act (CEQA) and issuing a notice of intent to purchase real property from the Coast Guard. With 36 townhomes and an eight-unit single-room-occupancy-style barracks, the base formerly served as home to dozens of officers and their families. Since the Coast Guard designated the facility as surplus in 2014, the local community has sought to convert the units to permanently affordable homes for families with children. If the Board adopts the resolution, it would schedule a hearing to consider entering into a purchase agreement on September 17.

The Board adopted the resolution and authorized the issuance of a notice of intent to purchase the Coast Guard property.

The Board will hear a request from the County Administrator for Board concurrence and adoption of a response to 2018-19 Grand Jury Report titled, "School Resource Officers Revisited” (May 23, 2019). County staff said one grand jury recommendation has been implemented and another requires further analysis. Staff recommends that the Board concur in and thereby adopt response and direct the Board President to submit the response to the presiding judge.

The Board concurred and adopted the response.
