Shortly after the Board convenes at 9 a.m., the Board will hear a request from the Department of Public Works to receive an update on the Muir Woods Memorandum of Understanding (MOU) with the National Park Service regarding parking restrictions. A parking reservation system was launched in two phases earlier this year. Reservations are required on all personal vehicles, shuttles and commercial tours for Muir Woods National Monument. The restrictions have significantly reduced roadside parking and improved safety in the area. The County and the National Park Service are committed to meet future milestones and report publicly to all stakeholders.

The Board will hear a request from the Community Development Agency to approve a $1.5 million grant and $1.1 million loan the Marin County In-Lieu Housing Trust Fund to Resource for Community Development (RCD) for the acquisition of the property at 2626 Sir Francis Drake Boulevard in Fairfax for permanently affordable rental housing. The project, called Victory Village, is to be constructed on the current site of the Christ Lutheran Church, which has agreed to sell the property. The grant and loan would help close a project funding gap. The assistance aligns well with County goals to create and preserve more affordable housing in Marin.

The Board will hear a request from the County Administrator for Board concurrence and adoption of the response to the 2017-2018 Civil Grand Jury Report titled “Consolidation of Sanitation Districts” (April 13, 2018). Staff agreed with six findings, wholly or partially disagreed with four findings and found that two recommendations require further analysis.

The Board will conduct a hearing to consider resolutions adjusting fees for Fiscal Year 2018-19 for the following departments: Agricultural / Weights and Measures, Community Development Agency, Cultural Services, Elections, Health and Human Services, Marin County Free Library, Parks, and Probation. The recommended adjustments of 6 percent over the next two years are consistent with the Board's direction to ensure that fees and charges keep pace with the County's cost of doing business. County departments review fees during every two-year budget cycle and recommend adjustments to avoid unintentional subsidies of County services and enable general-purposed revenue growth to be available for other high-priority needs.

No earlier than 5:30 p.m., the Board will conduct an informational workshop regarding the Assessment of Fair Housing Work Plan to identify barriers to fair housing choice. A legacy of discriminatory housing policies has created wealth disparity and racial segregation in Marin communities. Since initiating the County's Assessment of Fair Housing in fall 2016, more than 1,400 Marin residents -- most from communities impacted the most by the barriers -- have been engaged by staff from the Community Development Agency. Many volunteers have joined a County-initiated committee and worked on possible recommended solutions to housing inequities. Recommendations addressed in this Board update reflect the work completed to date on the first phase of community engagement. Staff requests that the Board consider the recommendations and provide direction to staff as it prepares an updated work plan for fall 2018. The Board does not take formal votes during informational workshops.
Review
The Board conducted the informational workshop and accepted a presentation from the Community Development Agency. Without voting, the Board members expressed interest in scheduling another workshop to gather public feedback about a possible just cause for eviction ordinance.
