Waiving Fees for Certain Rental Units

The Board will hear a request from the Community Development Agency (CDA) to adopt a resolution extending the sunset date and scope of Resolution No. 2018-47, to waive or reduce building and planning fees for the junior accessory dwelling units (JADU) fee waiver program. A JADU is a room rental within an existing residence; such units usually have a small food preparation area and separate entrance/exit. Marin continues to experience a severe housing crisis, especially for affordable homes for lower-income residents. The State of California has eased regulations on the creation of JADUs in recognition of some of the highest housing costs in the nation. The fee waiver is recommended to be capped at $1,500 for each permit received during that time frame. Staff recommends that the County assist in mitigating the impact of increased demand for housing by encouraging and facilitating the creation of JADUs. The proposed resolution also authorizes the Public Works Director to waive roadway impact fees associated with the creation of JADUs, and expands the authority of CDA to waive building fees for accessory dwelling units (ADUs). 


The Board adopted the resolution and extended the fee waiver program.
