At 9 a.m., the Board will hear a request from the Department of Public Works to provide one month of rent relief to aviation businesses at the Marin County Airport, also known as Gnoss Field, due to the runway reconstruction and the one-month closure of the runway.

The Board will hear a request from the County Administrator for Board for concurrence and adoption of response to 2016-2017 Civil Grand Jury report titled "Care of Mentally Ill Inmates in Marin County Jail" (June 8, 2017). The County agreed with the Civil Grand Jury on three findings and disagreed wholly or partly with 11 findings. two recommendations have been implemented, two have been partially implemented, six require further analysis, and three will not be implemented. Staff recommends that the Board concur in and thereby adopt the County's response, then direct the Board President to submit the response to the presiding judge.

The Board will hear a request from County Parks to authorize the Board President to execute an agreement granting the Marin Agricultural Land Trust in the amount of $1,662,012, using Measure A Farmland Preservation Program funds, for purchasing an agricultural conservation easement over the Evans-Giacomini Ranch, just outside of Point Reyes Station. The goal of the proposed agreement is a continued effort to protect the agricultural and natural resource values of West Marin. If protected, the property would join a large swath of MALT and County protected ranches, creating a 24,980 acre block of contiguous protected agricultural lands.

At no earlier than 10 a.m., the Board will conduct a hearing to consider a resolution changing the current fee for specified real estate instruments and amending the scope of real estate instruments subject to the fee from the District Attorney's Office. In 2004, a Real Estate Prosecution Trust Fund was established, consisting of recording fees paid at the time of recording specified real estate documents. Funds resulting from those fees enhance the capacity of law enforcement and prosecutors to deter, investigate and prosecute real estate fraud. In 2008, those fees were set at $3. In 2012, California Legislature declared the $3 fee as insufficient to adequately fund real estate fraud prosecutions. The proposed resolution suggests increasing the current recording fee from $3 to $10.

The Board will conduct a merit hearing for an ordinance establishing service fees and service rates for the Department of Finance to recover reasonable costs of providing services to the public and other agencies. Many services provided by the department require a disproportionate amount of resources to administer, so the department is recommending the implementation of cost-recovery measures in the form of fees and hourly service rates recommended in a service fee study. The fees and rates would result in an estimated $120,000 in annual revenue. On August 22, the Board suggested the removal of fees pertaining to public records requests after discussing the matter with Director of Finance Roy Given.
