No earlier than 9:30 a.m., following the conclusion of the 9 a.m. Marin County Open Space District Board of Directors meeting, the Board will present the Employee of the Month award for September 2017 to Ginetta Huntress of the Information Services and Technology Department.

Ginetta Huntress, an employee since 2013, is a member of the Shared Services Division and is responsible for managing the implementation of software projects that span across all departments within the County. What distinguishes Ginetta is her professional commitment and attention to detail. She is effective in communicating with all levels of staff, and welcomes involvement and partnership with every department. She is collaborative, patient and sensitive to the unique services each department provides to both citizens and employees.
Her most notable achievement was managing the replacement and upgrade of the County’s support tracking system. Her expertise led to a smooth transition of this major piece of software that is used by every department. Using her organizational change management and project management education and experience, Ginetta has worked on several large, county projects. If you have not yet had the pleasure, there is a good chance you will meet Ginetta as she implements Office 365 project, the current County-wide project.
Congratulations, Ginetta, on your excellence in serving the County of Marin and receiving the honor of Employee of the Month.

In an urgency agenda item, the Board approved a request from the County Administrator to adopt a resolution declaring a local emergency regarding emergency shelter needs for neighboring county residents due to the North Bay wildfires.

The Board will hear a request from the Department of Health and Human Services (HHS) to receive a report on the General Assistance Program and to consider a resolution adopting revised General Relief standards policies. The fully funded program provides temporary cash loans to eligible adults with no dependent children. HHS would like to create programmatic shifts and provide much-needed safety net services for some of the County's most vulnerable residents.

The Board will hear a request to authorize the Board President to execute a resolution finding that the purchase of the San Geronimo Golf Course property is exempt from the California Environmental Quality Act and issue a Notice of Intent to Purchase Real Property from The Trust For Public Land. The trust signed papers to finalize a sale worth $8.85 million in September, and the County has expressed interest in acquiring the property from the trust. A Notice of Intent to Purchase must be circulated before a public hearing can take place.

No earlier than 1:30 p.m., the Board will conduct a public workshop to consider a proposed ordinance for medicinal cannabis delivery-only retailer licensing. In April, the County Administrator's Office denied all 10 of applications for medicinal cannabis business licenses, finding that no applicants had an acceptable combination of an experienced, qualified operator matched with a location that can accommodate the proposed dispensary's business plan without significant neighborhood impacts. Eight applicants appealed but the Board upheld the appeal. The County debuted a draft of a new medicinal cannabis ordinance in September following extensive feedback from the public and the Board. This workshop, at which no Board vote will be taken, is designed to produce more feedback prior to a public hearing before the Board at a later date. The ordinance only affects medicinal cannabis regulations in the unincorporated areas of Marin.

The Board conducted the public workshop, heard from industry representatives and residents, and gave staff direction about the draft ordinance. The Board forwarded the item to the October 31 meeting.
