At 9 a.m., the Board will present the Employee of the Month award for February 2017 to James Powers of Child Support Services.
Review
Supervisor Rice read the following:
James Powers, a legal process specialist who has been with the County since 1997, leads others by his example. His strong work ethic, friendly demeanor, and dedication to excellence compel all who work with him to do their best.
Jim's in-depth knowledge of the department’s operations comprises casework, customer service, legal processing, and so much more. Jim consistently goes the extra mile to provide first-rate service to customers and fellow staff alike. As a team leader, he is a beloved mentor who gives freely of his assistance and expertise, and his infectious humor and wit contribute to an enjoyable work environment. His long-term volunteer service within the community adds evidence of his character and leadership.
In addition to his service to County, Jim has volunteered for 17 years for Toys for Tots, having served on the board as Treasurer and President. A skilled woodworker, he builds hundreds of wooden toys for hospital-bound children from July to December each year.
Jim is a model employee and community member, and has earned the high recognition of Employee of the Month. Congratulations, Jim, on receiving this honor.

The Board will hear a request to adopt a resolution recognizing Marin Theatre Company on the occasion of its 50th Anniversary Season. The Board is commending it for the quality of its arts and education programs and for employing the transformative power of dramatic arts to enrich lives.

The Board will hear a request to adopt a resolution proclaiming March as Prescription Drug Abuse Awareness Month. This is the nation's fast-growing drug problem, and Marin County is deeply impacted. Since 2009, more people in Marin have died from accidental drug poisonings than from motor vehicle crashes.

The Board adopted the resolution and commended Health and Human Services staff and all those involved in the RxSafe Marin initiative.

The Board will hear a report from the departments of Public Works and Parks on countywide storm damage from January and February. The County is pursuing assistance from the federal government following damage to County-maintained roads and property that is expected to cost $8.76 million to repair.

The Board will receive an update from the Department of Health and Human Services (HHS), Division of Behavioral Health and Recovery Services, and request for policy direction regarding expansion priorities, including with regard to Assembly Bill 1421. The Board accepted HHS' recommendation to expand evidence-based behavior health services on February 2, 2016 and provided updates in June and October 2016. This update is on the experience of other counties that are implementing AB1421, and HHS is seeking Board direction on starting a two-year AB 1421 pilot program pending adoption of the bill as part of the 2017-18 proposed County budget.

No earlier than 1:30 p.m., the Board will conduct a merit hearing for an ordinance amending the Marin County Code relating to administrative procedures for code enforcement. County Counsel staff requests that a Recordation of Notices of Violation provision be moved from the Building Code to the General Provisions to coincide with other proposed amendments to development codes.

The Board will conduct a hearing to consider amendments to Marin County Code Title 22, Development Code. The recommended amendments cover a broad array of issues, including animal slaughter, subdivision standards, accessory dwelling units, and junior accessory dwelling units. After careful consideration and extensive public input, the Planning Commission endorsed the proposed amendments February 13 to substantially improve regulatory framework.
