The Board will hear a request to adopt a resolution supporting the current designation of the expansion areas of the Greater Farallones and the Cordell Bank National Marine Sanctuaries and opposing any new policies that weaken the benefits and protections they bring. The Board is aware that the Office of the President has ordered a review National Marine Sanctuaries designated in the past 10 years with the apparent goal of opening these waters to offshore oil exploration and drilling. The Board finds that the review is a potentially detrimental and unwarranted intrusion into settled law.

The Board will hear a request from the Department of Health and Human Services to take actions related to the creation of a new Division in the Department of Health and Human Services called Whole Person Care. The overarching goal of the Whole Person Care approach is the coordination of health, behavioral health, and social services, as applicable, in a patient-centered manner with the goals of improved beneficiary health and well-being through more efficient and effective use of resources.

The Board will hear the first reading of an ordinance amending Chapter 6.75 of the Marin County Code related to the Social Host Accountability Ordinance. Staff has worked with youth stakeholders on recommended updates to the ordinance. In addition to alcohol, staff supports adding marijuana to ordinance's prohibition and adding party buses and limousines to the gatherings at which loud and unruly parties are prohibited, plus other restrictions. Staff recommends that the Board schedule a merit hearing for 10 a.m. June 13.

The Board will conduct the first reading of an ordinance establishing parking limit options to address increased oversized vehicle parking and storage of vehicles on County roads. Residents have expressed concern about the increasing number of oversized vehicles parked for extended periods of time on County-maintained roads. Other concerns voiced include reduced sight distance for drivers, negative visual impacts, loitering in or near travel lanes, and reduced overall safety in neighborhoods. Staff recommends that the Board schedule a merit hearing for 10:30 a.m. June 20.

The Board will hear a request from the County Administrator to accept the Proposed Fiscal Year 2017-18 County Budget, and 2017-18 Plan, including special districts under the Board. The Proposed 2017-18 budget is $555 million, including $440 million in General Fund spending. Overall, the proposed budget reflects an increase of 2.6 percent in spending over 2016-17. Newer priorities include funding for 100 percent “Deep Green” power from renewable energy resources provided by MCE, more resources for mental health including a two-year pilot project for Laura’s Law, and one-time funding for sea-level rise assessments. Staff recommends that the Board schedule public hearings beginning Monday, June 19, and authorize the County Administrator and Director of Finance to make technical and other adjustments as necessary to properly budget and account for grants, projects, and year-end fund balances.
