The Board will hear a request from the County Administrator for the Board to review and accept the 2015-16 Living Wage Ordinance Annual Report and provide direction regarding future amendments to the ordinance and a cost-of-living adjustment for 2017. The Living Wage Ordinance, established in 2002, was last increased effective January 1, 2016, to the $13.35 per hour without benefits ($11.70 per hour including benefits). The Bay Area Consumer Price Index (CPI) is estimated to increase by 3.0 percent from October 2015 to October 2016 but will not be known until mid-November. Staff recommends an increase to an estimated $13.75 per hour not including benefits or $12.05 per hour including benefits, assuming a 3.0 percent CPI increase. The adjustment of wages for in-home supportive service providers represents nearly all of the financial impact of a wage increase.
