No earlier than 10 a.m., the Board will present the Employee of the Month award for February 2016 to Jacalyn Mah of the County Administrator's Office.

As an administrative analyst since 2009, Jacalyn is a key member of the County Administrator’s Office team. Jacalyn led our effort to create a new 2015 annual report, consisting of a new webpage, a short and snappy video, sparkling infographics package and a concise narrative of highlights. Jacalyn was instrumental in improving our communication efforts as compared to a traditional, long, narrative. Jacalyn brought spectacular and modern style to the task after reviewing myriad annual reports. The eye-catching results are proudly displayed on the County’s website (www.marincounty.org/2015).
Jacalyn is also a founding member of the MAPLE affinity group and the Diversity, Respect, Encouragement, Acceptance in Marin (DREAM) Collaborative, qualifying her as a champion of diversity. She is an influential leader of the Social Media Taskforce and the Public Information Team (PIT) Crew. Last year, she won a national award for the logo and branding initiative she created to enhance the image of County publications.
Congratulations, Jacalyn, for a job well done.

The Board will hear a request from the County Administrator to approve an agreement and authorize the County Administrator to enter into a contract of up to $50,000 to provide support for the Marin History Museum. The museum, a private nonprofit corporation, is moving forward with plans to transition leadership for a sustainable future. The current six board members will retire after electing up to four new directors and completing the transfer of the museum’s stewardship by no later than March 31, 2016.

The Board will hear a request to consider joining other counties and cities in filing a friend of the court (Amicus) brief in the pending United States Supreme Court case, United States v. Texas, in support of the President’s Executive Order on immigration.

The Board will hear a request from Marin County Parks to accept the Integrated Pest Management (IPM) Program’s 2015 annual report. Parks staff plans to continue its downward trend on herbicide use and ramp up non-chemical treatments of invasive plants at parks and other County facilities. Alternative pest control methods will be emphasized in the coming years, including biological control with owls and insects, cultural control with changed work practices, and mechanical and physical control with mulches, screen barriers, and steam sterilization. Staff recommends that the Board accept the report and approve the Recommended Allowed Products List for 2016.

No earlier than 10:30 a.m., the Board will conduct a Tax Equity and Fiscal Responsibility Act (TEFRA) hearing for issuance of up to $9.5 million of tax-exempt conduit obligations to finance capital improvements to educational facilities of Mark Day School, 39 Trellis Drive, San Rafael. The Board held a public hearing and adopted a resolution approving financing of up to $8.0 million on August 25, 2015. Mark Day School, formerly known as Saint Mark's School, has since requested a new public hearing because project costs are more than it had projected. Staff recommends that the Board conduct a public hearing and consider adopting a resolution approving the issuance of bonds.
