The Board will conduct a merit hearing of ordinance amending Chapter 7.80 of the Marin County Code relating to fiscal year 2016-18 fee adjustments for the Certified Unified Program Agency (CUPA). The agency consolidates state environmental regulations for hazardous materials and waste facilities. It includes administration, permitting, inspection and enforcement of programs related to underground storage tanks, haz-mat business plans, accidental release and other haz-mat issues. The proposed amendment would provide for cost recovery by raising fees approximately 3 percent in both 2016-17 and 2017-18.
