The Board will hear the first reading of an ordinance imposing a quarter-cent retail transactions and use tax to be administered by the State Board of Equalization for the purpose of providing quality preschool education, child care, healthcare, and extended learning/after school programs in Marin County. The Marin Strong Start Coalition is committed to improving equitable opportunities for all children in Marin in order for them to succeed in school and have a strong, healthy start in life. The coalition has been working more than six years to explore the establishment of a dedicated local funding stream for children’s services. The Department of Health and Human Services now brings forth the proposed Marin Strong Start For Kids Transactions and Use Tax Ordinance for the November 2016 ballot. If approved by two-thirds of the voters, it would be imposed for nine years and generate about $12 million annually. Staff recommends that the Board schedule a merit hearing for 10:30 a.m. August 2.
