No earlier than 9 a.m., the Board will present the Employee of the Month award for July 2016 to Patrick Dorn of the Department of Information Services and Technology.

Board President Kinsey read the following:
Patrick Dorn, a County employee since 2008, is a senior systems support analyst for IST. He supports some of the most complex infrastructure platforms in the County of Marin such as Server Virtualization, Microsoft Active Directory and task automation through Windows PowerShell scripts. Patrick's work was essential to the success of several projects including the Information, Services and Technology (IST) Marin Commons Datacenter migration, Change Gear Service Desk, and Tyler Munis.
When under pressure due to system outages, Patrick keeps his cool and concentrates on resolving the issue at hand regardless of what is happening around him. His top notch troubleshooting skills and ability to focus has saved the County several times in the past. Patrick does his best to share his knowledge of infrastructure and help others understand how all the pieces fit together, solve technical issues, streamline processes, and keep systems running smoothly.
Patrick's hard work, effort toward continuous improvement, and ability to work well across teams and departments make him one of the most respected technicians in IST. Congratulations, Patrick, on being chosen Employee of the Month.

The Board will hear a report from the Department of Public Works on compliance with the State of California’s 2013 General permit for Stormwater Discharges from Small Municipal Separate Storm Sewer Systems (Phase II Permit.). The State of California issues the Phase II Permt to regulate discharge of stormwater into any body of water or wetland. The County's Local Stormwater Program is designed to implement the state permit in partnership with the Marin County Stormwater Pollution Prevention Program and works to protect water quality. The current permit was adopted by the state on July 1, 2013, and will expire on June 30, 2018.

Preview
No earlier than 10:30 a.m., the Board will conduct a hearing to consider adopting a resolution amending specific fees charged by the Marin County Agricultural Commissioner/Director of Weights and Measures, for the Marin Organic Certified Agriculture inspections. Fees were inadvertently adopted in May 2016. The new fees will more accurately reflect the costs of providing inspections.

The Board conducted the hearing and adopted the resolution about the fees.
