No earlier than 9:30 a.m., the Board will conduct a public hearing of proposed resolution to establish a Jobs/Housing Linkage Fee for Residential Care and Skilled Nursing Facilities and a Rental Housing Impact Fee for new development. In Marin County, 20 percent of any new development project that includes two or more units must contribute to the County's affordable housing stock through the provision of units, land or in-lieu fees. Commercial and other new non-residential developments are also required to provide housing units or in-lieu fees for 25 percent of the number of employees at the very-low-, low-, and moderate-income levels that would be generated by the development. In expectation of a projected increase in development of residential care and skilled nursing facilities, staff recommends the establishment of a jobs/housing linkage fee specific to those facilities. The fee would promote greater clarity for developers and ensure the application of an impact fee equitable to both the County and prospective developers. The proposed fees are $18 per square foot for a residential care facility and $21 per square foot for a skilled nursing facility. Also, rental housing impact fees were amended in 2012 to apply to new multifamily rental housing developments, and an analysis of fees has resulted in a proposed fee of $5 per square foot for less than 500 feet of floor space per unit, $10 per square foot for 500-1,000 square feet of floor space per unit, and $15 per square foot for more than 1,000 square feet per unit.
