At 9 a.m., the Board will hold an informational workshop regarding the Draft Local Agency Management Plan (LAMP) for on-site wastewater treatment systems. A Board meeting will be scheduled for May 10 for approval of the final document for submission to the Bay Area Regional Water Quality Control Board. The workshop will be held in the Civic Center's Suite 324A, near the Board chamber. Note: There is limited seating in Suite 324A.

The Board will hear a request from the County Administrator for a report on building operations at 1600 Los Gamos Drive in San Rafael. Since the County acquired and renovated the building, four leases totaling 34,679 square feet have been approved. The County is saving approximately $950,000 per year by locating previously-leased County operations to 1600 Los Gamos. About 20 percent of the building remains available for new leases.

The Board will conduct a merit hearing for an ordinance amending amending County Personnel Management Regulation 43 - Performance Planning and Evaluation. The goal is to increase staff performance and feedback rates, engage staff with a supportive year-round management cycle, and effectively link training opportunities and requirements with performance management. Revisions were negotiated with the Coalition of Labor Negotiations as a part of Human Resources' ongoing efforts to revise and update all County PMRs.

At 2 p.m., the Board will consider the Bently Holdings Master Plan Amendment and Precise Development Plan Amendment, with supplemental use permit findings, for the property located at 1 and 2 Belvedere Place, Mill Valley (APN 043-151-32). On February 23, 2015, the Planning Commission recommended that the Board conditionally approve the amendments and use permit findings to allow up to 47,500 square feet of office space to be utilized for medical services on the property in unincorporated Strawberry. The 1984 Strawberry Hill Master Plan and subsequent Precise Development Plans expressly prohibited the allowance of medical offices. The location is a 10.7-acre lot with two office buildings totaling approximately 100,000 square feet just south and east of Strawberry Village, Redwood Highway and Highway 101. In June 2015, the applicant submitted a revised traffic study. In July 2015, Caltrans identified issues with the applicant's analysis and the County Department of Public Works concurred with the Caltrans comments. The matter was heard by the Board on August 11, 2015, and continued to October 2015, December 2015, February 2016 and March 2016.
