Highlights of the May 05, 2015 Board Meeting:
At 10 a.m. (subject to change), the Board will recognize Encarnacion "Chon" Humaran of the Department of Public Works as its Employee of the Month for April 2015. Chon has served the County as a custodian since 2001.
Board President Rice read the following:
Encarnacion “Chon” Humaran is a custodian who services many County buildings, traveling daily to service locations that include Point Reyes Station, Gnoss Field Airport, and Marin City.
Chon takes pride in how well he keeps his route clean and is an exceptionally dependable employee. Chon’s duties include mopping floors, emptying trash, polishing faucets and any other tasks needed. Chon approaches every task with unique enthusiasm and is proud of his important contribution in maintaining these facilities. Employees at Novato’s Bel Marin Keys site especially appreciate the time that Chon spends cleaning their spaces, ensuring that their restrooms sparkle and offices are left neat and tidy. There is nothing Chon will not do, except frown! He always has a smile to give. Many say Chon has a charming personality and a warm and friendly manner with an infectious grin that never fails to start their day with a “positive vibe”.
We are grateful for Chon’s strong work ethic and customer service. Congratulations, Chon, on being chosen Employee of the Month.

The Board will hear a request from the Community Development Agency to award certificates to 12 newly certified Green Businesses. The program, overseen by the Community Development Agency, has certified 475 businesses since April 2002. It is designed to help businesses reduce consumption of water, energy, pollution and waste.

The Board will hear a first read on an ordinance repealing Chapter 2.42 and adding Chapter 2.45 of the Marin County Code to establish the Marin County Human Rights Commission. Staff has urged a substantial modification of the Human Rights Commission ordinance because of outdated language, confusing and contradictory sections and change's to the mission. Human Resources worked with community stakeholders to recommend the ordinance changes. Staff recommends that a merit hearing be scheduled for 10:30 a.m. May 12.
The Board heard and approved the first reading with the deletion of the last sentence in Chapter 2.45.020 and the first sentence in Chapter 2.45.030. The Board scheduled the merit hearing for 10:30 a.m. May 12.

The Board will hear a request from the Cultural Services Director to endorse the concept of forming a new nonprofit Marin Cultural Association to support and enhance culture in Marin County. The Cultural Services Commission endorsed the concept at its meeting of March 25. The new nonprofit corporation would advocate and serve as a catalyst to increase participation, advance collaboration, optimize resources and raise money for Marin Center operations.
The Board endorsed the concept of forming the Marin Cultural Association.

The Board will conduct a public hearing on housing and community development needs and performance. The topics include the Consolidated Plan, which serves as the grant application to the federal Department of Housing and Urban Development for formula funding from the Community Development Block Grant Program and the HOME Investment Partnerships Program. Marin's fourth Consolidated Plan, from 2010-2014, needs to be replaced with one for the next five-year period. The hearing will include discussion on the use of $1,295,584 in 2015 CDBG funds, $566,224 in 2015 HOME program funds and reallocations of unused CDBG and HOME funds from past years.
The Board continued the agenda item to the morning of May 12.
