About 14,000 people in Marin County identify as Asian American or Pacific Islander. Of the County's 2,000 employees, about 8.4 percent identify as such.

The Board will hear a report from the Department of Health and Human Services regarding implementation of the Affordable Care Act in Marin County. The County exceeded its goal in enrolling individuals and families into health care through the Affordable Care Act over the past year, helping more than 10 percent of its population sign up for affordable coverage.

The Board will hear a request from the County Administrator to confirm the appointment of Jill Francis to the position of Director of Child Support Services. Francis, who has led the department on an interim basis for the past six months, was the County Administrator's choice to replace Keith Pepper, who retired in at the end of October. Francis has been Assistant Director of the department since April 2010 and has 20 years of experience in child support.

The Board will hear a request from the County Administrator to adopt a resolution authorizing the Board President to execute a co-owners agreement with the Marin Healthcare District for authorization to construct parking garages on co-owned property at 250 Bon Air, Greenbrae. The County owns 51 percent of the 4.98-acre property, and the Marin Healthcare District owns 49 percent of the title fee.

The Board will hear the continuation of a public hearing from May 5 about housing and community development needs and performance. The topics include the Consolidated Plan, which serves as the grant application to the federal Department of Housing and Urban Development for formula funding from the Community Development Block Grant Program and the HOME Investment Partnerships Program. Marin's fourth Consolidated Plan, from 2010-2014, needs to be replaced with one for the next five-year period. The hearing will include discussion on the use of $1,295,584 in 2015 CDBG funds, $566,224 in 2015 HOME program funds and reallocations of unused CDBG and HOME funds from past years.

The Board will conduct a merit hearing for an ordinance repealing Chapter 2.42 and adding Chapter 2.45 of the Marin County Code to establish the Marin County Human Rights Commission. Staff has urged a substantial modification of the Human Rights Commission ordinance because of outdated language, confusing and contradictory sections and change's to the mission. Human Resources worked with community stakeholders to recommend the ordinance changes.

At 1:30 p.m. (subject to change), the Board will hear the continuation of a hearing to consider an appeal of the Planning Commission’s approval of the Hjorth Coastal Permit 14-16, 4 Calle del Embarcadero, Stinson Beach. On February 9, the Planning Commission upheld by a 6-0 vote the Deputy Zoning Administrator’s decision conditionally approving the Heidi Hjorth Coastal Permit application to construct a new 1,400-square-foot residence with an attached 535-square-foot garage on a 4,800 square foot vacant lot on Calle del Embarcadero. On April 7, the Board voted to continue the matter until May 12 after presentations from both parties, public testimony and Supervisor comments. The Board asked staff to consult with the Coastal Commission about existing policies for similar permits located in flood plains.
