Highlights of the June 02, 2015 Board Meeting:
At 10 a.m. (subject to change), the Board will receive an update on new state water restrictions and potential impacts to residents and County operations. Representatives from the Marin Municipal Water District, the County Department of Public Works, Marin County Parks and the Agriculture Commissioner plan to participate in the update. On April 1, the Governor issued an executive order that directed the state to implement mandatory water restrictions to reduce potable urban water usage by 25 percent through February 2016, and cuts were assigned to the state's 400 largest water agencies. The Board will not take any action on this agenda item.

The Board will hear a request for a presentation from the Marin County Youth Commission regarding updates of the year’s projects, accomplishments, outlooks for the future, and strategic plan.
The Board heard the presentation and congratulated all young people involved in the commission.

The Board will hear a request from the County Administrator to accept the proposed fiscal year 2015-16 County budget, including special districts under the Board. Staff recommends that the Board accept the budget, schedule public budget hearings for June 15 and 17, authorize the County Administrator and Director of Finance to make technical and other adjustments as necessary, and approve the allocation of current-year, one-time funds regarding $11.6 million in SB90 reimbursements from the State of California.
The Board accepted the proposed budget, authorized the adjustments, approved allocations and scheduled the public hearings for June 15 and 17.

The Board will hear a request from the County Administrator to consider revisions to the fiscal year 2015-16 Community Services Program. For more than 20 years, the County has had a program to provide small one-time funding amounts to support community service needs on a timely basis to nonprofits and other governmental entities. Allocations are reviewed by the County Administrator and approved by the Board in a public meeting. Staff has worked with a Board subcommittee to improve transparency, implementation and design of the program. Staff recommends that the Board provide direction to staff on the matter.
The Board accepted the program revisions for a one-year trial period.

The Board will conduct a merit hearing to repeal ordinance No. 3579 governing Planning Division fees. Historically, Planning Division fees have been established by uncodified ordinances for zoning, land-use applications, environmental review documents and other planning-related services. Adoption of fees through a Board resolution is a more efficient process and would comply with state law. Staff recommends repealing the existing fee ordinance.

The Board will conduct a merit hearing to consider a resolution updating fees for zone and land-use applications, environmental review documents and other planning-related services. The County has not adjusted planning fees for approximately six years while the agency's costs of providing user fee services has increased during that timeframe. Fees for processing permits and administering other planning-related services have a cost-recovery target of 50 percent, and adjustments would result in fees comparable with many other Bay Area cities and counties.
The Board conducted the hearing and approved the resolution.
The Board will conduct a merit hearing to consider repealing Resolution No. 2011-39 and adopting a new resolution with a revised schedule of Environmental Health Services Division fees and charges. The last update to the fees was in 2011. Various costs have increased over the past five years and staff proposes the revisions to avoid a budget deficit or a request for additional funding from the County General Fund.
The Board conducted the hearing and repealed Resolution No. 2011-39 and adopted the new resolution with revised fees.

The Board will conduct the first reading of an ordinance adopting a revision to Personnel Management Regulation 21, regarding equal employment opportunity, anti-harassment and anti-retaliation policy, in order to provide for an administrative law judge to hear PMR 21 appeals. This revision would provide clarification with regard to the scope of case review. An administrative law judge, elected by the County and the complainant, would make a decision about whether PMR 21 was violated and determine an appropriate remedy. Staff recommends that the Board President schedule a merit hearing for 10:30 a.m. June 9.
