Preview
At approximately 10 a.m. (subject to change) following a Housing Board meeting, the Board will hear a request to adopt a resolution supporting Marin Strong Start for all of Marin’s children. Strong Start is a grassroots coalition working to ensure successful futures for kids in the county. Access to quality preschool, comprehensive health care, wellness services, childcare and after-school academic support is linked to higher academic achievement, successful careers and health, economically vibrant communities. In its draft resolution, the Board said it supports the efforts of Strong Star to develop a dedicated funding stream for essential programs.

The Board adopted the resolution and wished the program luck with a planned local tax measure in 2016.

The Board will hear a request from the Community Development Agency to take two actions related to Property Assessed Clean Energy (PACE). Financing from this program is a means for local home and business owners to finance energy efficiency, water conservation, and renewable energy improvements to their properties. Using PACE financing, property owners can finance the up-front cost of energy and water-related improvements via a special voluntary property tax. The Community Development Agency is asking the Board to, A) authorize the Director to execute agreements for collaborative services for PACE Financing Marketplace with approved program providers; B) adopt required resolutions allowing property owners in the unincorporated areas of Marin County to participate in additional PACE financing programs.

The Board will hear a request from Marin County Parks to conduct a public information meeting regarding the continuation of the Rush Creek Lighting and Landscaping District. On June 16, the Board adopted a resolution of intention to continue maintenance and operation of the Rush Creek Landscaping and Lighting District on the east side of Novato. As required by the Streets and Highways Code, the Board must now conduct a public information meeting, allowing an opportunity for the public to ask questions about the district and the $949 annual assessment. Staff recommends conducting the meeting and scheduling public protest hearing for 11 a.m. July 28.

The Board will conduct a hearing to consider Planning Commission recommendations for amendments to Development Code Chapter 22.14 regarding the Affordable Housing (AH) Combining District. In conjunction with adopting the 2015-2023 Housing Element Update to the Countywide Plan, the Board directed staff to initiate the rezoning process to change the assigned density from 30 units per acre to 20 units per acre. The three sites that are within the AH Combining District include portions of the sites located at St. Vincent’s Drive (north San Rafael), Seminary Drive (Strawberry) and 441 Drake Avenue (Marin City). On June 22, the Planning Commission voted to maintain the AH District on three sites as initially adopted in 2013 and recommended minor text amendments to Development Code Chapter 22.14 for clarity.

The Board rejected the Planning Commission's recommendations and directed staff to continue with a default density of 20 units per acre.
