At approximately 10 a.m. (subject to change), the Board will present the Employee of the Month award for July to Mary Wahlberg, an office assistant with the Agricultural, Weights & Measures Department.

The Board presented the award and Board President Katie Rice read the following:
Mary Wahlberg effectively handles a vast assortment of administrative duties from start to finish with minimal supervision in support of the department’s staff of 14. She has an uncanny ability to anticipate department needs, and her wealth of knowledge and experience allow her to question content in documents. She also volunteered to be the department’s branding coordinator and ensures that all documents are compliant with the laws related to the Americans with Disabilities Act. Despite constant interruptions, Mary accomplishes everything with her trademark, dry sense of humor that keeps everyone around her in stitches. Her calm, efficient demeanor quickly puts members of the public at ease. Our hats are off to you, Mary, for your outstanding spirit of service to the citizens of Marin County!

The Board will hear a request from the County Administrator for Board concurrence and adoption of a response to the 2014-2015 Civil Grand Jury Report titled "The Need for Labor Negotiation Transparency" (June 1, 2015). Staff wholly or partially disagreed with two findings and agreed with one. Two others require further analysis. Staff recommends that the Board concur in and adopt the response and direct the Board President to submit the response to the presiding judge.

The Board will hear a request to conduct a hearing to consider Mill Valley Refuse Service’s requested 3.89 percent rate increase for the Southern Marin franchise areas. About 800 customers in the unincorporated areas near Mill Valley and Tiburon known as Shoreline and Gibson, Paradise Cay, Paradise and Mar East would be subject to the rate increase. Mill Valley Refuse demonstrated, and a subsequent independent audit confirmed, that a 20.56 percent rate increase was appropriate, but the company realizes that a rise of that magnitude is unpalatable for customers. A phasing-in method is recommended, resulting in a 3.89 increase at this time.

The Board will conduct two Tax Equity and Fiscal Responsibility Act (TEFRA) hearings about capital improvements at Marin County schools. The first is a request for issuance of up to $8.4 million of tax-exempt conduit obligations to finance and refinance capital improvements to certain educational facilities of Marin Montessori School, located at 5200 Paradise Drive, Corte Madera. The second is a request for issuance of up to $8 million of tax-exempt conduit obligations to finance capital improvements at Mark Day School, located at 39 Trellis Drive, San Rafael. The law requires that the applicable elected representatives of the host governmental unit must approve the issuance of debt in order for the interest on such obligations to be excluded from gross income to investors for federal income tax purposes. The County's participation bears with it no cost or financial obligation but serves as public acknowledgement of the facilities to be financed by the host jurisdiction. Staff recommends that the adopt resolutions to approve the issuance of bonds for both projects.

No earlier than 1:30 p.m., the Board will conduct a hearing to consider revisions to the Land Use Plan Amendments (LUPA) and portion of the Implementation Program Amendments (IPA) to the certified Marin County Local Coastal Program (LCP). In summer 2013, the Board approved amendments to the certified Marin County Local Coastal Program, including the Land Use Plan and Implementation Program, and authorized submittal of the proposed amendments to the California Coastal Commission. At the time of approval, a number of issues remained to be resolved. Since then, County staff has worked with the Coastal Commission to resolve differences as they work toward resubmittal of the full Implementation Plan. However, in the interim, County staff recommends moving forward with a more targeted submittal. It recommends that the Board conduct the hearing and consider adopting a resolution to resubmit the revised LUPA and partial IPA to the California Coastal Commission for certification.
