Highlights of the April 07, 2015 Board Meeting:
The Board will hear a request to adopt a resolution proclaiming the week of April 12-18 as the Week of the Young Child and to hear a short report from the Marin Childcare Council. The Board recognizes the importance of the well-being of young children and supports the health and educational organizations that care for children.
The Board adopted the resolution and heard the short report from the Marin Childcare Council.

The Board will hear a request to adopt a resolution recognizing Marin County’s new Poet Laureate, Prartho Sereno. For many years, Sereno has been an active and well-recognized poet who has won awards as a California Poet in the Schools. She would receive sponsorship from the Marin County Free Library if appointed as the County's fourth Poet Laureate.
The Board adopted the resolution and listened to a poem from the new Poet Laureate, Prartho Sereno.

The Board will hear a request from the County Administrator to confirm appointment of Dr. Grant Colfax to the position of Director of Health and Human Services (HHS). Dr. Larry Meredith retired as HHS director in March. If appointed, Dr. Colfax would join the County after 18 years of public health service at the local and federal level. He served as the Director of National AIDS Policy for the President from 2012-2014 and as the Director of HIV Prevention and Research for the City and County of San Francisco from 2007-2012. His annual salary would be $215,342 and his starting date would be May 4.
The Board confirmed the appointment and heard a few words from Dr. Grant Colfax.

The Board will hear a request from the Department of Health and Human Services (HHS) to approve a waiver of retirement exclusion for detention nurse practitioner James Rodgers to provide critically needed services in the Marin County Jail. HHS operates a medical/health services unit in the jail 24 hours per day, seven days per week. In preparation for Rodgers retirement, HHS has recruited for his replacement since December 2014 but not found a successful candidate. Recruiting is exceptionally difficult for several reasons, including the desire to work in a detention facility and the requirement to complete a rigorous background check. HHS requests Board approval of Rodgers' extra-hire appointment of not more than 960 hours to provide critically needed services to inmates.
The Board approved the waiver of retirement exclusion.

The Board will hear a request from the Community Development Agency (CDA) to adopt a resolution authorizing the CDA Director or his designee to withdraw all or parts of the Local Coastal Program Amendments (LCPA) currently pending before the California Coastal Commission prior to the commission’s final vote on the LCPA, and on behalf of the Board, to request the commission to schedule the Marin County LCPA for the earliest possible action date after conclusion of further discussions to resolve policy differences. Although County and commission staff have made considerable progress in working through issues in the implementation plan, some of the suggested and expected modifications adopted by the commission appear to run counter to the intent and effect of the LCPA policies adopted by the Board in July 2013. The move would provide maximum discretion as the commission implements the plan.

Upon reconvening no earlier than 2:30 p.m., the Board will conduct a hearing to consider an appeal of the Planning Commission’s approval of the Hjorth Coastal Permit 14-16, 4 Calle del Embarcadero, Stinson Beach. On February 9, the Planning Commission upheld by a 6-0 vote the Deputy Zoning Administrator’s decision conditionally approving the Heidi Hjorth Coastal Permit application to construct a new 1,400-square-foot residence with an attached 535-square-foot garage on a 4,800 square foot vacant lot on Calle del Embarcadero. On behalf of the Planning Commission, staff recommends the Board deny the appeal filed by Hurley, Lowry, et al. and sustain the Planning Commission’s action.
The Board voted to continue the matter until May 12 after presentations from both parties, public testimony and Supervisor comments. The Board asked staff to consult with the Coastal Commission about existing policies for similar permits located in flood plains.
