The Board will hear a request from the County Administrator for a discussion regarding the Civic Openness in Negotiations (COIN) ordinance enacted in 2012 in the city of Costa Mesa. Among the primary provisions of COIN are a requirement that the public entity would hire professional negotiators and independent auditors for such tasks as negotiations with bargaining units and assessing fiscal impacts of contract provisions. It also includes stipulations of public disclosure about closed session bargaining. This ordinance or variations of it have been considered in other jurisdictions.
