Highlights of the November 04, 2014 Board Meeting:
The Board will present with Employee of the Month award for October 2014 to Chua Chao of the Department of Health and Human Services.
Supervisor Katie Rice read the following:
Chua has worked with Children and Family Services as an adoptions worker, as a supervisor overseeing adoptions and licensing, and currently as a program manager. Her responsibilities include oversight of emergency response, court, adoptions, licensing, and everything else in between.
Chua is a strong leader and a fierce advocate for the families and children served by Social Services. She is compassionate, hard-working and conscientious, with a dose of humor and humility. She is one of the biggest “unsung heroes” for the work accomplished on behalf of children, families and the community. Chua is an inspiration to staff and is a true team player. Colleagues boast that she is thoughtful, caring, trustworthy and supportive. She approaches her work with a positive attitude and does what needs to be done.
Chua Chao truly deserves the recognition of Marin County’s Employee of the Month. Congratulations, Chua!

The Board will hear a request to send a letter to the U.S. Fish and Wildlife Service, San Francisco Bay National Wildlife Refuge Complex, expressing concerns for the environmental impacts, and opposition to, the proposed Farallon Islands Mouse Eradication Project. The project calls for the use of helicopters to aerially disperse approximately 1.3 metric tons of the rodenticide Brodifacoum over the South Farallon Islands. The anti-coagulant rodenticide kills mice by causing internal bleeding but can also kill any animal that consumes the poison accidentally or eats a poisoned rodent. The draft letter requests that the federal authorities reconsider broad-dispersal techniques that would have unintended consequences for non-target species and to revisit the environmental review process for the proposed eradication effort.

The Board will hear a request from the County Administrator to review and accept the fiscal year 2013-14 Living Wage Ordinance Annual Report and conduct a first reading of an amendment to the County’s Living Wage Ordinance to raise the wage to $13 per hour. The current living wage rate is $10.50 per hour with health benefits and $12.10 per hour without health benefits. The County does not have the legal authority to adjust the minimum wage; the living wage rate is for employers that receive contracts or subsidies from the local government. Staff recommends that the board accept the report and schedule a merit hearing for 10:30 a.m. November 25.
The Board reviewed and accepted the annual report, conducted the first reading of the ordinance and scheduled the merit hearing for November 25.

The Board will hear a request from the County Administrator to appropriate approximately $5.8 million in one-time budget allocations, consistent with Board direction given at the October 21 workshop. The revenue is available because of $1.8 million in additional property tax revenues, $1.4 million in unfunded mandate reimbursements from the state and approximately $2.6 million from the Board's one-time reserve.
The Board approved appropriation of the budget allocations.

The Board will hear a summary report about the Gnoss Field Airport Visioning Workshop, which was held July 17 to solicit input and comment from the public about the County-operated general aviation airport. The workshop was prompted by the environmental impact report certification process for a runway extension project. Several concerns were raised by the public during environmental review, leading to the scheduling of the workshop.
The Board heard the summary report.

The Board will hear a request from the County Administrator to approve equity salary adjustments for non-represented executive management positions. County department heads and assistant department heads skipped their annual 3 percent cost-of-living salary increases starting in 2009 to help cover budget shortfalls. Now that the County has a structurally balanced budget, adjustments are recommended based on salaries of similar positions within comparable counties. Recommended adjustments are between 1 percent and 6 percent with an average of 2.6 percent.
The Board approved the salary adjustments with some revisions.
