The Board will recognize Cynthia Fix of the Probation Department as its Marin County Employee of the Month for February 2014.
Review
The Board congratulated Cynthia Fix on her honor. Supervisor Katie Rice read the following:
Cynthia began her 18-year career in 1995 as a group counselor at the Marin County Juvenile Hall. She is now the deputy supervisor for the Probation Department's AB-109 Unit, created after the assembly bill was signed into law in 2011 mandating that felons convicted of non-serious, non-violent and non-sexual offenses serve time in county jails rather than state prisons. Cynthia’s commitment extends far beyond the department and into the community. Without her skills, Marin County’s AB-109 program would not be one of the most successful ones in California.
Cynthia is highly respected by staff and an asset to the department. She is hard-working and continuously learning, sharing her knowledge with staff. She trained the entire adult division in evidence-based practices and Level of Service/Case Management Inventory (LSCMI). Cynthia is also readily available to probation officers outside her unit who seek her advice. She is well-deserving of this honor.
Congratulations, Cynthia, on being chosen Employee of the Month.

The Board will present the Outstanding Employee Team of the Quarter Award to the Leadership Academy Design Team.

The Board congratulated the Leadership Academy Design Team, and Supervisor Katie Rice read the following:
The Leadership Academy Design Team created a program that supports leadership at all levels of the organization and has profoundly impacted the capacity of leadership in the County of Marin. They researched best practices, curriculums and local resources for leadership development programs to determine the best program design to serve County employees. In order to have a full grasp of leadership development, each team member completed the Dominican University’s Leadership Certification Program.
Their efforts led them to propose a partnership with Dominican University to deliver an organization-specific program that integrates our internal leaders with academics to maximize learning with practical applications.
The BOS adopted their recommendation and funded the program beginning with the first class in 2012. The team continues to actively monitor the program and make course corrections based upon participants’ evaluations. The team has become fully informed advocates and ambassadors for leadership development and now enjoys recognizing the graduates of this dynamic program.
Congratulations to the Leadership Academy Design Team!

The Board will hear a report on local water supply, water conservation efforts at County facilities and updates from the Agricultural Commissioner and Farm Advisor on efforts to address emergency water needs. The Board heard reports from local officials on Jan. 28 and requested periodic updates.

The Board heard the report, which depicted stronger water supplies thanks to February rainfall. Mandatory 25 percent water reduction is now voluntary.

The Board will hear a request from the County Administrator to authorize allocations of additional $4,176,408 from the fiscal year 2012-13 unassigned year-end fund balance for specific one-time allocations. The County has approximately $4.2 million in undesignated funds from FY 2012-13 to distribute. The County Administrator recommends distributions to the roads and bridges and one-time reserves.

The Board will hear a request from the Community Development Agency to accept the 2013 annual report on the status of the state-certified Housing Element update of the Countywide Plan. The annual report summarizes new residential building permits issued by income category and shows progress in the implementation of ongoing programs and statutory requirements.

The Board will hear a request from the Community Development Agency to consider a work plan for the Housing Element update of the Countywide Plan for the planning period of 2014-2023. In accordance with timelines established by the state, the Supervisors are recommended to adopt the forthcoming Housing Element and submit it to the state no later than Jan. 31, 2015. The work plan represents sets out strategies for maximizing public outreach while ensuring a timely submission of the Housing Element update.
