The Board will hear a request from the Community Development Agency and the Board’s subcommittee on the Stream Conservation Area (SCA) to accept the staff report on the continued work of the subcommittee, approve the draft SCA implementation work program and conduct hearing on proposed interim SCA ordinance and fee resolution. The Board will consider approval of the interim SCA ordinance for the San Geronimo Watershed or for all unincorporated areas outside the Coastal Zone.
Based on communications from the California Fair Political Practice Commission (FPPC), supervisors Adams, Rice and Kinsey had a presumed conflict of interest based on their ownership of a personal residence within 500 feet of a stream conservation area. On Monday, Oct. 28, the Board Clerk randomly drew Supervisor Rice's name to join supervisors Arnold and Sears to constitute a quorum for consideration of this item as scheduled. Later on Monday, the FPPC concluded that Adams should be allowed to vote. Adams will replace Rice in the quorum.
