At the request of supervisor Arnold, the Board will consider adopting a resolution declaring May as Older Americans Month. Every May, the federal government acknowledges the contributions of older citizens, who comprise one fourth of Marin's population. The Board will consider adopting a resolution joining that effort and maintaining efforts to promote health and independence later in life.

At the request of Supervisor Arnold, the Board will consider adopting a resolution proclaiming May 24 as Public Defenders Day in honor of the 50th anniversary of the milestone case Gideon v. Wainwright, a celebration of the right to counsel. The 1963 ruling allowed people of indigent status the right to receive legal representation even if they could not afford counsel.

At the request of the Community Development Agency, the Board will receive a report on the regional Sustainable Communities Strategy, Plan Bay Area, and its draft Environmental Impact Report. The Plan Bay Area report is a document providing guidance to growth, especially in the areas of housing and transportation, over the next few decades.

Review
The Board heard the report from Community Development Agency Director Brian Crawford and made comments, clarifications and suggestions about the letter to the Association of Bay Area Governments. Crawford plans to incorporate changes into the letter and share it with the Board before sending it to ABAG.

The Coroner's Division of the Marin County Sheriff's Office will present annual reports for 2011 and 2012. In January 2011, the Coroner's Office became a division of the Sheriff's Office. It conducts investigations into the cause, manner and circumstances of deaths meeting the criteria as defined in section 27491 of the California Government Code.

Per the requirements of state law, the Board will consider concurrence and adoption of a response to the 2012-2013 Marin County Civil Grand Jury report, "A Sobering Center in Marin -- One Small Step in Solving a Big Problem." The report, released in February 2013, makes recommendations about locations where inebriated people could recover rather than having them sent to hospitals or the Marin County Jail.
