The Civil Grand Jury recommended that more answers be sought by the owners of the Redwood Landfill north of Novato about future prospects for renewable energy at that site.

The Board will consider concurrence and adoption of response to 2012-2013 Marin County Civil Grand Jury report titled "Elections in Marin: Cheaper by Mail?" (June 11, 2013). The report was on the status of vote-by-mail (VBM) in our County and in the state and came as a response to a citizen proposition that the County could save money by moving to 100 percent VBM ballots. The Civil Grand Jury recommended that steps be taken to move toward more VBM ballots.

The Board will hear a first reading on an ordinance establishing the speed limit on a portion of Seminary Drive in unincorporated Mill Valley. After a traffic study, engineers recommend raising the speed limits by 5 mph between Ricardo Road and Chapel Drive. Staff recommends scheduling a merit hearing for 10:30 a.m. Aug. 20.

The Board will conduct a hearing about an ordinance amendment for Chapter 23.19 of the Marin County Code concerning the Integrated Pest Management program. The purpose is to clarify respective roles and responsibilities of staff and commissioners, clarify administrative procedures and conform the IPM Commission’s sunset date to the same date applicable to all other board-appointed advisory bodies.

The Board will hear a request from Marin County Parks to adopt a resolution approving the issuance of bonds by the Marin County Open Space Financing Authority and approving related actions regarding bonds of the Marin County Open Space District. Approval would allow for the refinancing of bonds previously issued in 2002 by the Marin County Open Space Financing Authority and would yield as much as $380,000 in additional funds available to the Open Space District. The proceeds would be allocated proportionately among four districts.
