The Board will hear a mid-term update to the five-year Equal Employment Opportunity Report and Plan for the period of July 1, 2010, to June 30, 2015. The County of Marin is strongly committed to the principles and goals of a diverse and inclusive workforce. The Mid-Term Update is developed by measuring the workforce data since the commencement of the plan. The benchmarks that were gathered and measured include: Current workforce demographics; recruitment activities including demographics of applicants and applicants gaining certifications and appointments; salary gap analysis that measures disparities in earnings by gender and race; inventory of outreach-related initiatives.

The Board will consider concurrence and adoption of response to 2012-2013 Marin County Civil Grand Jury report titled "Libraries Aren’t Just for Books Anymore" (April 29, 2013). The Civil Grand Jury recommended improvements in communications, leadership, hiring practices, budget transparency and coordination of advisory groups.

The Board will consider concurrence and adoption of response to 2012-2013 Marin County Civil Grand Jury Report titled "Holding the Bag" (May 7, 2013). The Civil Grand Jury recommended adopting of a single-use bag ordinance, a publicity campaign about the ordinance and urged other Marin cities and towns to adopt similar ordinances.

The Board will conduct a public hearing and consider adoption of an ordinance amendment for Chapter 2.40 of the Marin County Code regarding the County's participation in the multicounty Partnership HealthPlan of California (PHC) Commission. The managed health care plan for Medi-Cal recipients began operating in Marin on July 1, 2011. The PHC commission operates separate from county government with the authority and responsibility to arrange for the provision of health services to Medi-Cal enrollees in its designated counties.

The Board will consider the San Rafael Rock Quarry (SRRQ) Surfacing Mining and Quarrying Permit (Q-72-03, CA Mine #91-21-0008) amendment to allow asphalt grindings importation from Marin projects. The grindings would be reused in the production of asphalt concrete. The current permit prohibits asphalt concrete grinding importantion. The proposed action would not have a significant impact on the environment, and a CEQA categorical exemption has been prepared by staff.

Preview
The Marin County Open Space District (MCOSD) and members of the Parks and Open Space Commission will hear a report from parks staff on a draft Vegetation and Biodiversity Management Plan. The district owns and manages 34 open space preserves that are managed for both natural resource protection and recreation. Vegetation management has been focused on clearing fuelbreaks as impediments to the spread of potential natural or human-caused fires, but the clearing has led to an unforeseen infestation of invasive nonnative plants.
