The Board will present the November Employee of the Month award to Peggy Harrell, a program coordinator with the Marin County Sheriff's staff at the Marin County Jail.

Board President Judy Arnold read the following:
Peggy has been with the Sheriff’s office for nearly 30 years. She works tirelessly to rehabilitate the incarcerated at the Marin County Jail. She oversees education and alcohol programs as well as faith and support groups. Peggy enjoys being a part of people’s lives, encouraging them to better themselves. She loves helping to reunite families and is a true believer of rehabilitation, assisting inmates to find value in themselves regardless of their situation. Her goal is to see people return to their community to care for themselves and others. Peggy is a true gem of the Marin County Sheriff’s Office. She inspires others with joy and humor. Peggy deserves to receive the award of Employee of the Month. Congratulations, Peggy!

The Board will hear a request from the County Administrator to review and accept the 2012-13 Living Wage Ordinance Annual Report and consider options concerning a 2014 Cost of Living Adjustment (COLA) to the Living Wage Ordinance.

The Board will hear a request from the Department of Agriculture/Weights and Measures to consider adopting a resolution amending and/or establishing a fee schedule for various programs including the Agricultural Commissioner’s Certified Producer Certificate (CPC); New Certified Producer Initial Site Inspection; Pest Control Operator (PCO) County Registration; Farm Labor Contractor (FLC) County Registration; Federal Phytosanitary Certificate; and Electric Meter/Submeter, Platform Scale, Vehicle Meter, Propane Meter, and Jewelry/Prescription Device Registrations.

The Board will consider the Multi-Family Residential Design Guidelines to define positive design attributes of multi-family housing to guide applicants, communities and County decision-makers. The Community Development Agency is recommending that the Board review the administrative record, conduct a public hearing and consider a resolution adopting the Multi-Family Residential Design Guidelines.
